My solution for the problem of Taiwan
I've given this a lot of thought over the last several years. As a layperson who is a student of history, I have my own solution to the problem of Taiwan that
I'd like to share here, just for discussion purposes. These things may not appear to be connected, however, I think they are and could be leveraged.
THE TAIWAN TREATY
1. China and the U.S. accede to the Rome Statute that created the International Criminal Court (requires the ICC to revise its rules to guaranty trial by jury
and other due process protections).
2. China accedes to the Hague Convention, thereby permitting extradition in serious criminal cases between the U.S. and China.
3. North Korea and South Korea reunify peacefully under the flag of South Korea, creating one democratic Republic of Korea (requires ending North Korea's
nuclear program). China and the U.S. jointly guaranty the financial support of North Korea as it integrates with South Korea, using the model of East and West
German reunification.
4. Taiwan becomes a Special Administrative Region of the People's Republic of China, with a Bill of Rights that guaranties a measure of individual freedoms and
is enforced by the courts. The problem of Hong Kong is thereby not repeated.
5. U.S. military forces withdraw from the Korean peninsula to Australia and Japan. That is the main incentive on the Chinese side.
Pipe dream or practical solution? The 21st century looks certain to be a Sino-American century, and I think we might as well capitalize on that.

You're overthinking it. China will take Taiwan eventually.

I think the most realist and permanent guarantee of peace would the following declarations / treaties:
1. China guarantees it will not attack Taiwan unless it declares independence
2. The US guarantees that it will defend Taiwan if it is attacked by China unprovoked ...
3. ... unless it is because Taiwan declared independence. Then the US declares it will not defend or fund Taiwan's defense at all.
That is, if leaders actually cared about a realist perspective and keeping the peace.
