It applies to new threads.  Low-effort, low-quality posts with just a subject line and "???" repeated are not desirable and mostly not worth reading.

@WilyTest Thanks-- I learned the lesson from walking the urine-soaked,
needle-littered streets of San Francisco, where people do anything you can imagine on the street in broad daylight.  I don't want to promote or provide that
type of environment-- just a fun, entertaining, and whimsical place to enjoy a sense of virtual community.  If it takes temporary bans to enforce that, then I
guess that's what it takes.  This is the same reason why San Mateo County is such a better place to live than San Francisco-- because people here care.

since I was pissed off enough that I straight-up deleted it.  In summary, it was about filming violent, non-consensual sex. I probably should still save those
in a non-public administrator folder for compliance reasons, which I will do next time if possible.  Sorry, I've never been in this scenario before...exercising
my best judgment here.
