I reviewed this interesting solicitation. This is a crazy ask by the
government; their expectation of spending a max of $38 million over seven years
for one custom jury management system for the entire United States, including
all application support during the contract period, is insane. It would take a
team of about 20-50 people to do everything asked in the solicitation, and the
payroll spend alone would be about $5 million per year. I wouldn't even bid on
this due to the magnitude of the responsibility and the unrealistic expectations
by the offeror.

hold on man. are you thinking this through? couldn't a big data beast company
with the infrastructure already in place take over this kind of business with
ease, even at a loss? couldn't they jack up the price seven years later? maybe i
am cynical, but solicitations like this are usually done with the end goal in
mind already.
