I think Putin is going to give a speech very soon where he lays out his reasons for using tactical nuclear weapons in Ukraine, gets universal condemnation, and does it anyway. This is because Russian doctrine requires the use of nuclear weapons if any component of Russia's nuclear triad is attacked conventionally, and he would look weak if he didn't follow his own rules.
