Levono laptop does not charge

The IT man says I need to depress or hold down 
The power button for sixty seconds with all cords
Removed.  I tried it many times but no luck.
Maybe the battery is dead but they say no, this 
Is a common thing.  Also I tried other chargers but
No luck.

Yea same 5hing happened to my Lenovo, battery failed and no longer works without power cord. I believe it is done as phosita said so that within 2 years you
need a new lenovo.

There's nonzero chance you could find a used/dead/salvage one on eBay or something, whole kit and kaboodle. Might have a still-living battery.
