She got several W2s from several different "talent" places in LA in CA where she lives. All are for a few hundred dollars, all well under $600. All had tax
withheld for fed & state. She had a low AGI, not enough to survive on.

Why not just pay straight pay?? Why fill out a W4 & state forms just to shake your tail for an hour??
 
Maybe most places do pay cash, but the 10% who do it by the book are what we see.
