Police typically offer reduced sentence or dropped charges to minors caught with alcohol if they participate in compliance checks. It happened to me probably a half-dozen times in the many years I bartended. Older dude in plainclothes sits at bar, orders a water, and says he's waiting for his date. A few minutes later, kid sits at bar and orders a beer. If carded, he presents a valid ID that says he is 18 or 19 or 20. If you fail to card him, or card him and are arithmetic-retarded and serve him anyway, you get dinged.
