There was that story in the '90s about the American offender who vandalized cars and was caned in Singapore. The question is: if more offenders received corporal punishment, would there be less crime? I don't think the idea of sitting in a cell reading magazines is much of a deterrent to most criminals. What we need is Judge Dredd, who can mete out justice on the spot so that criminals connect the crime with the punishment and offend less.
